Who Can Use and See the Match Index Results?

If the responding Underwriter Org is a RMT Panel Partner then both the issuer and the responder will get the full Match Index experience.  This includes the Match Index score as well as the match criteria results.  

If the responder is a Non Panel Partner then the Match Index scores and criteria results will not be available for either party.   This also means that no Warnings or Disqualifier restrictions will be enforced.  It's possible there are business exceptions but in general this is a good rule of thumb.
