- Org member means they are not an admin of an org, but not necessarily having a role in quote-linq or smart-linq (could be neither)
- Only if the user is not a member of an existing org, but this restriction does not apply to sys admin role.
- This permission is in the context of an Organization or if not an Organization, then the Organization owning the entity
- As a sys admin you can technically read all messages, but they will not return with a standard "find", you will need to know the ids specifically.
- There are additional access permissions depending on the state of the request. This access level is associated with a request that is considered "In Process" or "Contracted" to the user's organization. Access to participant, disclosure or supporting files is also restricted after a response has been LOST, DECLINED, or Awarded to another organization.
